Just make sure you didn't block it in an app like 360 Security, it was disabled by default for me. Take care.

I can confirm this is still broken in Android 7.0 .

I think it was user error. I hadn't yet completed my first workout, and had been waiting to see the notification before starting my first one. Once I completed my first workout, I started receiving notifications. So, false alarm - all is well
